A De La Salle alumnus, Jay received his degree in Psychology (Neuropsychopharmacology) in 1995 from The University of Mississippi and received his Juris Doctorate in 1999 from one of the oldest law schools in the country, the Cumberland School of Law of Samford University in Birmingham, Alabama. He has also studied International Law at Durham University, the third oldest university in the United Kingdom.
